Mrs. Rebecca Picasso is currently a Principal Program Manager with Blue Shield of California and is responsible for Virtual Care and Telehealth Innovation. Her background includes 20 years in the health care industry with 12 years in telehealth program development.
Rebecca is very passionate about her work in the telehealth and virtual care space. She enjoys helping safety net patients with access to telehealth; those patients who are on Medicaid, uninsured, underinsured, migrant, and undocumented. She believes that telehealth and virtual care can remove barriers, address social determinants of health, and provide access to quality care that might not be available in person for a variety of reasons. Rebecca has worked tirelessly over the past 12 years to increase the adoption of telehealth in the state of California for all patient populations. She has worked with many state and federal agencies to educate and advocate for better laws to allow for a breadth of technology enabled services. She has also worked with many different providers, clinics, hospitals, health systems, and health plans.
Prior to joining Blue Shield of California, Rebecca spent several years as the Program Director for the California Telehealth Resource Center. Her work has included provider recruitment, contracting, program implementation, billing, education and training, claims reconciliation, provider onboarding, and appointment scheduling. She has extensive knowledge around telehealth billing, federal and state laws, contracting, clinic workflows, and program implementation.
Rebecca is a Certified Professional Biller with telehealth specific billing knowledge, a Certified A+ Technician, and a Certified Rural Health Clinic Professional.
